Governmental Affairs Liaison, American Heart Association - Lead Lobbyist On All Florida Anti-Tobacco Bills during the “tobacco wars” - Legislative successes included:
  1. Passage of the Clean Indoor Air Bill removing smoking from most public places
  2. Passage of the Youth Smoking Bill which included licensing the sale of cigarettes
  3. Veto of the Smoker's Rights Bill - the Tobacco Industry's top priority
  4. Veto of the detrimental Clean Indoor Air Bill which contained the Smoker's Rights Amendment and mandated smoking areas in lobbies and movie theaters
  5. Key vote in 1996 Medicaid Third Party Liability Bill allowing the Tobacco Industry to be sued
  6. 1997 Youth Smoking Bill

Defibrillator Bills for the American Heart Association

  1. Automatic External Defibrillator Bills including the landmark legislation which has greatly expanded the use of the defibrillators in Florida and nationwide from first responders to citizens
  2. CPR bills to promote the teaching of CPR in the public schools
  3. Mandated CPR training for day care workers

Legislative Director, Florida Department of Health - Tracked and proposed amendments for over 500 bills impacting health in Florida including 250 that directly affected the Department of Health. Lobbied for a $2.2 billion budget and 5 Medical Malpractice Special Sessions.

Director, Florida Volunteer Health Services Program - Directed 16 statewide coordinators providing millions in free health care benefits for those below the poverty line.

Office of Governor Jeb Bush - Executive Director, Governor's Ex-offender Task Force - Directed 17 member Task Force to make recommended changes to the Department of Corrections and to facilitate successful re-entry of ex-offenders

Biomedical Technology legislation to prevent the sale of illegal prescription drugs

Lobbyist for Florida Alliance for Health, Physical Education, Recreation, Driver Education and Dance - Developed and passed 1998 Personal Fitness act which required a full credit of Personal Fitness in the High Schools, an increase in fitness training in the elementary and middle schools, and the establishment of a full time staff person to handle physical education in the curriculum department of the Department of Education. Establishment of grant program in the Department of Health for fitness programs

Legislative Director for the Florida Commission on Human Relations - Advocate for issues and the budget of the organization that handles all the discrimination complaints in the state relating to age, sex, race, and disability as well as whistle blowers retaliation and human trafficking.

Lobbyist for Save A Pet, Inc. animal rescue organization.


Successfully lobbied:

  1. Dept. of Health $2.4 billion budget after 9/11 cuts and recent budget of FL Commission on Health and Human Services preventing targeted programs from being eliminated
  2. $45 million for the Tobacco Pilot Program including the Truth Campaign
  3. $3 million for Fitness Education in the Public Schools
  4. Additional appropriations attached to bills
  5. 33 1/3% of the Chiles billion dollar endowment for biomedical research
